Oh, there's also four gods who are enslaved and used as weapons, that beseech the girl for aid. There are other people who have magic. That is a tiny sliver of a taste of the very first book in the series. There are three books.
That one city is one of many, all of which have deep, dark, interesting mythologies and power struggles within. You could make dozens of series focusing on all of the worlds, and even then you wouldn't reach the end of this universe's potential.
