4. Keith "The Vulture" Pembroke
Keith Pembroke, colloquially referred to as the Vulture, is an officer from the NYPD's major crimes unit who serves as a foil for those of the 99th. His name appropriately coincides with his substantial character trait. It's not actually the way that he speaks and acts that tends to make him seem like a different type of predator altogether.
Swooping in and picking up perpetrators at the pivotal moments after his counterparts have already undergone extensive detective work is a deplorable, if not funny, concept indeed. The foul-mouthed, meathead attitude that he incites in any situation on the other hand skyrockets him to this spot.
His unapologetic egotistical attitude, his sex jokes that feel like they've been conjured from the mind of an adolescent, with his lifelong dream being to captain the 69th precinct, and of course his patented Kobe joke that he does whenever he unexpectedly throws something at someone, makes plenty of highlight reels.
Think of the epitome of the most "gym bro" type of character you could imagine. They'd probably think they're pretty cool. The reality is that the Vulture isn't just a scavenging bird of prey, he is in fact the lowest form of bottom feeder.
