Debatably the best recurring character in the entire series, challenged only by Pimento, Doug Judy is the not-so-maniacal mastermind who has repeatedly outsmarted the Nine-Nine on numerous occasions. Or more accurately, outfoxed Jake, as the rest of them competently prove to him time and time again that he can't be trusted.

You can't realistically blame Jake, though. Doug Judy, with no debate, happens to be the most charming figure in the entire B99 ensemble. Besides his cunningness and charisma, he also makes any episode he appears in a bona fide classic. The chemistry between Craig Robinson's portrayal of the Pontiac Bandit and Andy Samberg's depiction of baby man Peralta, make for one of the best pairings on TV.

The boundless energy between the two creates some seriously memorable moments, but when the other characters become part of the madness that always ensues when these two meet up, the jokes simply write themselves. Especially when those characters are similar to Doug, with his younger sister Trudy Judy, who truly sounds like a villain from a Dr. Seuss book has leaped off the page, entering the fray late into the series and exuding a similar sort of energy to big brother Doug.
