2. S.U.L.T.A.N
S.U.L.T.A.N (Systematic Ultimate Lawless Takeover of All Nations) is a former agent of S.H.I.E.L.D - a talented weapons designer and computer and code expert for the organisation who was ultimately dismissed due to his mental instability and proceeded to try to overthrow all of the world's governments. He began his plans by creating an island base in Maine, constructing an army of robot "Biotrons" and creating a Mega-ton Bomb. He released the bomb in missile form to devastate Washington, D.C. but was foiled. He has the ability to transfer his consciousness into robotic bodies through a mobile microchip device and did so in to several of his Biotrons during the aforementioned exploits. He could be introduced on screen working for S.H.I.E.L.D prior to going rogue or he could first appear as his evil self, having been dismissed off screen. Either way, it would, at the very least, make a great individual episode of Agents of S.H.I.E.L.D to have him on screen.
