8. The Mayor
Mayor Richard Wilkins was seemingly an ordinary man acting as mayor of Sunnydale. Peel back this illusion though, and he was in fact a powerful and immortal warlock. He had made multiple pacts with demons to ensure his immortality and used his charming persona to maintain his position of power over the whole of the town.
His main goal was to become a pure-breed demon. In order to do so he took over control of the vampires and was using Faith, another slayer, to help take down Buffy. Adding to his power, he actually manages to succeed in his goal of becoming a demon at Buffy's graduation ceremony. The demon who takes over the Mayor is Olvikan, a 60 foot snake-like creature with sharp teeth and mandibles around its mouth.
His ability to hide in plain sight for years upon years is possibly the creepiest aspect of this monster. Well, that or the teeth.
