Starfleet's replicators are perhaps the single most beneficial technology in the entire franchise.

Possessing the ability to transform any particles collected in space into exact copies of edible food, they eliminated world hunger, turned everyone vegan, allowed people to print replacement organs if injured, and could even make a healthy version of chocolate cake that tastes just as delicious.

The problem lies in the fact that replicators don't only make food. While it's true that Starfleet's replicators were programmed to not create weapons, plenty of other species possessed this technology, plus they could easily be hacked and reprogrammed.

This would allow anyone in the galaxy with enough energy (such as a single warp core) to create several armies worth of weaponry; quantum torpedoes, phasers, even drones to serve as soldiers. The galaxy should be filled with armies of replicated soldiers using replicated weapons.

While it is true that the benefit of this technology far exceeds the risk, there is definitely a danger of misuse when we're talking about a device that can turn atoms into a quantum torpedo.
