By all means, Q should be the top entry on this list - as it's continually established that the trickster is borderline omnipotent in almost every regard.
Q is capable of doing just about anything, from teleporting anyone anywhere and any time, to something as weird and innocent as creating a mariachi band to play for him. But, despite the fact this is routinely used to sabotage the effort of the Enterprise's Jean Luc Picard, it almost always seems to be with the intention of teaching the Captain a lesson, even if this lesson does threaten him once or twice.
Similarly, although the mysterious man is undeniably at god-like levels of power, these abilities are largely used for what would be considered pranks - albeit pranks by a slightly unhinged powerhouse. This in mind, while Q is the most powerful villain in Star Trek history, he's not always as dangerous, because he seems to consider the Enterprise his playtoy more than his enemy.
