2. The Founders

Perhaps better known by the suitably intimidating name of 'The Dominion', the Founders - comprised of a group of Changelings, who are able to change their appearance at will so convincingly that scanners are unable to realise they are different people - are easily one of the most powerful forces in the galaxy.

Before even going into the insane military force the group possesses, it's worth addressing the fact that the Changelings alone are capable of being a pretty serious threat. This is best shown in the Deep Space Nine episode 'The Die is Cast', where it's revealed that the Changelings use their shapeshifting powers to infiltrate other organisations. This power is largely used for elaborate warfare maneuvers, as we see it employed to avoid an attack by the Tel Shiar, and also used to set the Klingons and the Federation in a war against one another.

Even ignoring how powerful these shapeshifting abilities are when weaponised, the Founders also have amassed an insane military force behind them, as they control the Vorta and the Jem'Hadar, who are legitimate threats to the universe all on their own. Add to this a complete disdain for "solid" lifeforms, and you have a recipe for disaster - shown in the Dominion War, during which the Founders only fail to take over the universe because Odo manages to convince their leader, the Female Changeling, to surrender.
