7. General Chang

When a villain quotes Shakespeare as often as he tries to make war, you know you're in for a real treat. Said treat arrives in Star Trek in the form of General Chang, who makes all the terrifying traits of Klingon strength, bloodthirst and determination, and adds in a healthy compulsion to cause war.

Due to this combination, the General would be part of the conspiracy to reignite war between the Federation and the Klingons themselves, seemingly for the sole purpose of letting Chang punch people once again.

Not satisfied with just sabotaging peace, Chang would also hunt down Kirk and Spock after framing them for war crimes, using a specialised bird-of-prey ship to try and kill them for once and for all. Had Spock not been able to develop an entirely new experimental weapon in the midst of their fight, Chang would have handily defeated and destroyed the Enterprise, proving him exactly as deadly as his mustache implies.
