Gul Dukat is, on one hand, one of Star Trek's best executions of a truly morally grey villain, as every one of Dukat's heinous actions are justified by the man himself as for the good of his fellow Cardassians, instead of a series of awful war crimes.

On the other hand, Dukat is seemingly willing to do literally anything for his end goals, to the extent that he allows a Pah-wraith to possess his body, which is essentially letting a space demon hang out with control over your actions.

With his complete commitment to his cause, his considerable intellect - and his later resurrection by the Pah-wraiths, who would revive him with practically omnipotent powers - Dukat is the type of villain who would eventually gain immense power regardless of what situation you put him in, which is exactly what makes him such a huge threat.
