The Moment is the most powerful weapon ever created. It has been described as the "Galaxy Eater," and it was believed to have been used by the War Doctor to end the Last Great Time War when he felt that his people had gone too far.

The device was called The Moment due to its ability to destroy anything it targeted within a single moment of time. It could eliminate all of Gallifrey and the Time Lords, the Daleks, and whole galaxies simply by switching it on, which made it the most destructive and feared device in existence.

The Moment was able to create time fissures, which circumvented the normal time locks that kept people from traveling to otherwise restricted places and times. It was also telepathic, and took the form of Rose Tyler as a holographic projection for its interactions with the War Doctor.

The General described the Moment as the final creation of the Ancients of Gallifrey. It was so advanced in its design that it became sentient and developed a conscience. This made the Time Lords fearful of using it, as its moral judgment couldn't be fully understood or anticipated.

A weapon with that much power and that much sass? No wonder they were scared of it.
