Played by Kevin Alejandro, Sebastian Blood was Slade Wilson's ally in Arrow's second season. Although he was the season's secondary antagonist, Blood's chilling yet charismatic persona and influence made him a formidable foe that was nearly as dangerous as Slade himself or the villain's right-hand woman, Isabel Rochev.

Following a traumatic childhood, Blood took over the leadership of the cultic Church of Blood and he intended to uplift Starling City's poorest through whatever means necessary. This eventually transformed into something more sinister as he began recruiting soldiers for Slade's Mirakuru-enhanced army.

Despite his clearly evil intentions, Blood genuinely cared for his city and wished to see it prosper (under his flawed rule, of course). This led to him running for Mayor (with Slade's backing) with his only opponent being Moira Queen, mother to Oliver Queen/Green Arrow.

He eventually won the seat after Slade killed the Queen matriarch but his reign as Mayor was short-lived when the mercenary betrayed him and launched an attack on the city. Despite his best efforts to stop the impending chaos, Blood was murdered by Rochev under Slade's command.
