Dolph Lundgren brought his trademark steely menace and the required levels of physical intimidation to the role of Konstantin Kovar in the show's fifth season. The former Russian general and governor used his political influence as a means to create a criminal organization that acted as a rival to the Bratva.

He also was responsible for the massacre of Taiana Veneditkov's family, one of Oliver's allies on Lian Yu. Oliver first met the Russian crime lord (with the intent of getting vengeance for Taiana) during a failed mission to infiltrate one of Kovar's businesses. Kovar and his men tortured Oliver and later revealed that the young American was on his own and did not have the backing of the Bratva.

Oliver and Kovar's last two showdowns were some of the former's most intense moments during his five years away from Star City, but he ultimately came out on top and was able to kill Kovar on Lian Yu and eventually orchestrate his rescue from the island.
