3. Talia Al Ghul
The eldest daughter of Ras al Ghul, Talia has shaped the lives of major Arrowverse players such as Yao Fei, Adrian Chase, and Oliver Queen. She is every bit as calculating and dangerous as her father was and even created a splinter group from the main League of Shadows.
Through her storied life, Talia's adventures have taken her to places such as Russia, where she met Oliver Queen and teamed up with him against the Bratva, to Gotham City where she made a recurring foe/ally in Batman.
Her allyship with Oliver ended after the latter killed her father and foiled his plans to take over Star City. This led to her teaming up with Adrian Chase/Prometheus to take down Oliver and his allies in a climactic showdown on Lian Yu.
Having barely survived the previous encounter, she was imprisoned in Slabside Maximum Security Prison. Here she teamed up with Oliver to expose the prison's inhumane conditions and later escaped to reform the League of Assassins into something more heroic alongside Thea Queen.
