5. Harris
Stoner comedy may not be the bread and butter of Parks & Rec, which tends more often than not to poke fun at the more supposedly upstanding and official members of society, but it fits well nonetheless. From the Douche to Eugene Dredge, Pawnee has had its dalliances with the friends of Mary and Jane, but perhaps none more entertaining than Harris.
Harris arrives on the scene during season two's episode the Possum, in a brilliantly dumb cameo from late writer and producer Harris Wittels. Winding up as one of the de-facto co-directors of Pawnee Animal Control, Harris falls up the chain of command in public services throughout his appearances on the show, alongside the equally idiotic Brett (Colton Dunn).
The pair play things fast and loose, staying high on the job and never expending more than a few brain cells on any given task. While to some (including Parks Deputy Director Leslie Knope), this makes them incessantly irritating, it nonetheless makes their every appearance varied and guaranteed to bring a uniquely hilarious brand of chaos to the episode.
Wittels sadly died in 2015, and the final episode of the show, "One Last Ride", which aired five days after his death, paid tribute to the guest starring multi-hyphenate with the simple yet tear-inducing message "We love you, Harris."
