Like many of the smaller characters on Parks, this is another immaculate performance, this time from by Jay Jackson, as newscaster, reporter and all-round imbecile Perd Hapley. Literal to a fault, Perd has graced us with such timeless truisms as "Let's begin this show by starting it", "For a female perspective on this scandal, we turn to a woman" and "Issue number one is the first issue we're going to talk about".

While out-and-out idiots are not hard to come by in the city of Pawnee, Perd is a special kind of stupid. Cursed by the same brand of literalness as Marvel's Drax, Perd is often quite literally incapable of understanding the meaning behind things. In many ways though, Perd is designed to represent the average Pawneean: profoundly misinformed yet utterly confident of his own position, and in desperate need of a guiding hand.

Though his failure to understand the simplest of things can frequently be incensing, Perd is nevertheless an essential seam in the show's fabric, providing a steadfast continuity throughout the series that grounds us. His presence shows that, no matter how bad things are getting for the Parks gang, they're still not doing as bad as Perd.
