8. Is Atom-Smasher A Speedster Or Something?

Before murdering Atom-Smasher in cold blood, the Flash first lured him out of his house and coaxed him into chasing him across the city to a nuclear facility. From the moment he started running until reaching the facility, thirteen seconds had passed. Three seconds later, Atom-Smasher arrived. Dr. Stein makes a quip about him being quite agile on his feet, but they don't mention it again or show him running. To be only a few seconds behind the fastest man alive, he would either need to be a speedster himself, or Barry was really holding back. Barry holding back would make sense since he was trying to get Atom-Smasher to follow him, but here is where things get a bit mixed up. A computer graphic shown briefly on screen says the two metahumans are only running two hundred and seventy feet to the nuclear reactor (which apparently has nobody guarding it and zero safety measures to stop people from being murdered in it). Assuming that was the total distance ran, to move that far in thirteen seconds Flash would have to be running considerably slower than Usain Bolt, seeing as the real life fastest man alive has run farther distances even faster. While that would be more than slow enough for Atom-Smasher, it just can't be right seeing as Usain Bolt doesn't explode into lightning like the Flash does while jogging.
