While Caitlin is questioning Jay Garrick about his life on Earth-2 and how he became the Flash of that world, he mentions that his accident occurred while he was trying to purify heavy water. He was in a coma like Barry was, but when he woke up he found that not only was he fast, he could run just under the speed of light. Those are his exact words, not that he could move really fast, but he was moving just under the speed of light. When Barry first started, he was having trouble breaking a few hundred miles an hour and ended up ripping a hole in time when in a life or death situation and running as hard as he could, just around two thousand miles per hour. If Jay can run at the speed of light, and he still isn't fast enough to beat Zoom, then Barry is going to have some very serious problems.
