Star Trek has had a lot of villains in its 50 year life, many of them great, but none stand taller than the scourge of Bajor, the leader of the Cardassian military, the Moriarty to Sisko's Sherlock, Gul God Damn Dukat.

If what the Cardassians did to the Bajorans is comparable to the Holocaust, this guy is Hitler. He was the man in charge of the occupation, who ensured that every atrocity they committed had his stamp of approval, and is understandably ticked when they have to pull out of Bajor at the beginning of the series.

Across the many seasons, we see Dukat go from ominous thorn in DS9's side, to occasional ally and confidant, to Machiavellian schemer and near-destroyer of Bajor and DS9 entirely, and finally to raving, broken madman. Dukat's story across the 7 seasons of the show is compelling, dynamic, almost sympathetic at points, but never forgetting his crimes and making sure we always know he's the main villain.

Dukat was a villain whose next move was always a mystery, but when he showed his hand, you always knew that DS9 and Bajor were in huge trouble.
