All For One doesn't make his first major appearance in My Hero Academia until the third season of the anime when he fights All Might for the last time. However, everything the villains, outside Stain, did before that was orchestrated by him.
The attack on UA, the creation of the Nomu's, Bakugo's abduction, and even the depletion of All Might's powers were all his doing. His goal, as far as we know that is, is to show the flaws in the superhero society in order to make the public lose faith in it. It's nothing world-ending, but rather a complex, yet at the same time, straight-forward approach to changing the very fabric of society.
