He's literally as close to Star Trek's idea of God as possible and it helps Q's cause massively that one of his claimed powers is omniscience.

For the uninitiated, that means he knows everything, which means it's pretty hard to argue with the idea of him being the smartest - or at least the most learned character in the history fo Star Trek, even only on those terms.

But Q is more than what he has learned over time, he's a logical marvel who can exist outside the normal laws of the universe (only by knowing and conquering them) and his cunning and tactical astuteness are only ever limited by how infrequently he seems bothered about engaging with lesser species.

We all know he's up at the top of the ladder and if it weren't already clear, you just know he'd let you know himself.
