2. Prince Xizor

Just because someone was a criminal doesn't mean that they were inherently a fan of the Empire. In fact, the opposite was often true. The relationship between the Empire and the various criminal organizations was tenuous at best. And Prince Xixor was more than happy to take advantage of that to mess with Darth Vader and the Emperor.

A Falleen prince, Xixor was the leader of the Black Sun during war between the Empire and the Rebel Alliance. Operating out of his palace on Coruscant, Xixor's power and influence across the galaxy rivaled that of the Emperor's, someone he desperately hated.

Xixor was important because he represented a powerful third party in the battle between the Empire and the Rebels. He wasn't a fan of either side, working towards his own goals. The criminal overlord would have gladly killed anyone on either side. Bringing him into the modern continuity would allow for a deeper look at the criminal elements of Star Wars.
