What's most striking about the characters in both shows is how fun they are. While the protagonist might be annoying - although Ruth is not as bad as Piper - the rest of the characters is ridiculously likable. This is achieved thanks to their versatility and authenticity.
Both are interconnected, since no one is just good or just bad. Ruth is clumsy and funny, yet she also sleeps with her best friend's husband. Suzanne is violent and sensitive, savage and educated at the same time. Melanie is an easy-going partygirl, who has no problems in joking about another woman's miscarriage. Pennsatucky is capable of killing Piper, but is also a very compassionate character.
The fact that the women on both shows are capable of pulling off so diverse behaviors humanizes them. In turn, it's easier to relate to them, which ultimately makes them likable.
