The less famous of the subsection of Marvel characters with the surname 'Ross', Everett would be a suitable inclusion in Falcon & Winter Soldier.
Sure, Ross may now be more known for being associated with Black Panther, but his original MCU appearance saw him dealing with Cap, Falcon and Bucky during Civil War. Plus, with Black Panther trusting the two heroes, it's fair to assume that Ross would too, giving them another friend in the government and Disney another reason as to why he should appear.
Along with this, giving him an appearance in the show would really help to bridge the gap between the first Black Panther and its upcoming sequel - something that is definitely necessary given that five years will have passed by the time the follow-up releases.
