Even with the Shaw name filling in some of the blanks, Monarch's earliest days are suitably shaded in mystery. Joint military programs don't just appear overnight, even if that is how it appears to the outside world.

Given what Monarch claim to be experts in doing, it seems fair to say that they would have been met with a fair dose of skepticism. This is potentially a reason why the organisation is almost bankrupt at the beginning of Kong: Skull Island.

Shaw provides a straightforward enough summary of Monarch's objectives, but fans of the MonsterVerse know that this has proved to be anything but simple.
