2. The Master

The main villain in the first Fallout (1997) and the source of the original super mutant threat, the story of the Master is a tragic, twisted story fit for the apocalypse.

Originally an exiled vault dweller, an ill-fated journey to Mariposa Military Base saw the man who would become the Master undergo a frightening mutation. Over time, he became a hybridised combination of at least a dozen different people and mutants. Dialled into a complex computer network, the Master founded and controls the Unity, a mutant-led organisation. The Unity aims to eradicate inequality by transforming all humans into an identical, perfect super mutant race.

The Master is found in the Los Angeles Vault underneath the Cathedral. Given that Los Angeles is where the new show is set, perhaps the scene is set for the Master to re-emerge into the Fallout universe once more.

Although he only appears in one of the video games, the Master's presence is the stuff of legend across the wasteland. For him to feature, the show would need to be set before 2162, which is perfectly possible, unless the showrunners pull a fast one by reversing his canonical death. Now that would raise some eyebrows.
