Gotham City is infamous for its shady dealings and corruption, and the prime example of just how dirty the streets of Gotham are can be seen by how underhand the Gotham City Police Department is.

For years, we've seen Jim Gordon doing his best to clean up the GCPD, often with varied results, and Bruce Wayne would have again had Gordon fighting the good fight as he tries to eradicate the seedy element of the Gotham City Police Department.

At this point a detective, Jimbo would have spent the first season butting heads with Lieutenant Flass. For those familiar with Frank Miller's Batman: Year One graphic novel, you'll be well aware that Flass was one of the most corrupt cops in Gotham. Well, until Gordon took him down.

The Flass character also had a brief appearance in Batman Begins, being literally strung up by Christian Bale's Dark Knight.

With few true allies within the GCPD, Jim Gordon would have been facing an uphill battle in attempting to make sure that the law was being applied correctly and fairly in Gotham City.
