8. Jerome Valeska - Gotham

Despite being a constant fan favourite scene-stealer, Jerome Valeska never graduated passed recurring guest star on Gotham, turning up mostly in season two but sparingly throughout the rest of the show's messy but wildly entertaining run.

Portrayed by Cameron Monaghan, Jerome was a twisted anarchist and psychopath, based loosely on the Joker but working wonders as his own compelling villain.

More grounded and well developed than his twin Jeremiah, Jerome's was a messy, far too surreal story (he briefly died, only be resurrected, because reasons), but whenever he was around Gotham found a way to feel as dark and menacing as it was always meant to be.

Unfortunately, as a whole, his role on the show ended up feeling somewhat lacking and inconsistent, as if the writers were worried to use him to his fullest potential. If they had, it would've improved the series exponentially.
