Of course, to become undead, one first usually has to become dead. Still, for young Penny Blake, she couldn't even get any rest in death, and her post-death fate was arguably worse that her initial demise.

The daughter of the Governor, the zombified Penny was found - and, thankfully, properly killed - by Michonne in the Made to Suffer episode of The Walking Dead's third season.

Utilising one of the series' many flashbacks, it was revealed how Penny was alive and well when the apocalypse commenced. Somewhere along the way, though, the unfortunate kiddo died, and we were treated to the grim sight of the Governor pulling off part of Penny's scalp as he combed her hair during one such flashback.

While the Governor is a total prick during his time as The Walking Dead's main villain, first and foremost he's a father. It's clearly tough for any parent to deal with the loss of a child, but the Governor's coping mechanism is an eerie one that sees him keep the reanimated shell of his daughter tied up, dressed up, and with a bag placed over her head as some sort of snarling undead pet.
