One thing that Gotham really improved upon is making the villains more terrifying. One of the most intriguing examples is the latest baddie, The Mad Hatter. In the comics, he is a master manipulator that can bend people to his will and is obsessed with Alice in Wonderland.

On the streets of Gotham, he is a vengeful opponent who will stop at nothing to make James Gordon pay for the death of his beloved sister. What Gotham has done so well is to change his look enough to make him appear genuinely scary, but they also extended his storyline. Instead of making him a villain of the week, they stretched out his torture of Gordon in order to show how powerful and evil he truly is.

By giving the criminals of Gotham extended looks, the show can develop each villain instead of making them the one-off baddies that many other series do. By taking each of the rogues seriously, the show starts to illustrate why the city will eventually need The Dark Knight.
