1. The Borg Sending A Single Cube To Earth Twice
The Borg are feared across the entire galaxy for their ruthless efficiency at assimilating and destroying entire planets (and even entire empires) with ease. For example, Arturis, the alien from the Voyager episode Hope And Fear, said that the Collective sent hundreds of Cubes to assimilate his species.
This makes it seem really weird that the Borg would only send one or two vessels at a time to one of their most resistant targets: Earth. This may have made sense when humanity was still new to the Collective, as one Cube is enough to deal with most species in the galaxy, but after their narrow defeat at Wolf 359, the only thing they changed for their second attack, The Battle Of Sector 001, was adding a time travel backup plan. We also know from the Voyager finale, Endgame, that the Borg could've sent as many ships as they wanted to Earth very quickly through their transwarp network.
The poor planning of their attacks has even led some to theorise that the Borg are farming humanity for new technology. Every time the Borg invade and devastate the fleet, the Federation invents tons of new technologies and weapons as a reaction, which can then be assimilated by the Collective. The Borg cannot invent things on their own, so maybe they farm highly creative species by sparking innovation through their attacks.
