When a tribble infestation happens aboard a starship or space station it's only a matter of time before every centimetre of space is filled with them. This makes removing tribbles a very difficult and delicate task, though, for Scotty in The Trouble With Tribbles the solution was obvious: give them to Klingons.

Scotty simultaneously managed to condemn all of the tribbles to brutal, bloody deaths at the hands of the Klingons (deaths which would've been much quicker if they were simply beamed into space), while also potentially starting an all-out war with the Klingons.

We know from Trials And Tribble-Ations that tribbles were, for a long time, sworn enemies of the Klingon Empire, eventually leading to the Empire destroying the tribble homeworld. Plus, we saw in The Trouble With Edward that Starfleet may have had a role in introducing the fuzzy little ecological disasters to the Empire's space. With this in mind, Scotty's practical joke may have been more risky than he realised.
