Before the events of The Walking Dead, Otis didn't do nothing to nobody. And that's precisely the problem. He went from a bumbling milquetoast foreman on the Greene Family Farm to an almost-murderer who was hunting deer, shot one right through the face and ended up also catching the young Carl Grimes in the crossfire, leading to that interminable sub-plot where the kid sat in bed looking pale and wearing his dad's way-too-big cowboy hat. Which isn't really the fault of Otis, but how he dealt with it was a bit naff. He decided to just run away, essentially, volunteering to take Shane on a supply run to a nearby former high school, now a FEMA command post, to scavenge for medical supplies. In the process he revealed just how bloody useless he was, with Shane having to take the lead when they got cornered by walkers. Now, granted, Otis perhaps didn't deserve the untimely death afforded him when Shane decided to just shoot him in the leg and have the zombies chow down on his corpse whilst the younger, fitter man made his getaway. But then again, Otis was a nothing character who shot a kid and then refuses to let Shane have a rest, having injured himself in a leap Otis forced him to make. When he wasn't ineffectual, he was actively bad for the group.
