Although it's an overused statement, the town of Deadwood truly does feel like a character in and of itself. Its slow development into a thriving and prosperous town is one of the many appealing aspects of the show.

Deadwood's transition from a settlement into a town manifests in the characters and creates a sense of community between people who were mortal enemies at the beginning of the show. There is an unspoken understanding between everyone in Deadwood that what's good for the town is good for them; which makes everyone at least make the effort to work together for a common good.
