6. Negan
The most iconic villain on the show, the joy of seeing Negan's story play-out is realising there's a lot more to him than his antagonistic nature. Though he undoubtedly has more than a few screws loose, following the All Out War storyline it's become increasingly clear that he's more than meets the eye.
When we first meet Negan, it's fair to say he makes an impression, killing Glenn Rhee and Abraham Ford in front of their friends (and family) before emotionally breaking the hardest characters on the show, including Rick and Daryl. He spends much of season seven torturing Daryl, and during his fight against Rick proves to be as ruthless as he is charismatic.
Luckily, though, he lost the war, and was imprisoned in Alexandria. Whilst there, he formed a bond with Judith and former whisperer Lydia, and has slowly but surely proven to be a reluctant ally to the core gang. He will never fully atone for his sins, especially now that Maggie is back on the show, but with his budding partnership with Daryl and genuine affection for Judith, we can only hope he still has a ways to go.
