5. Maggie Green
Maggie Greene's arc occasionally felt a little slow in the mid-point of the show. Falling into a sweet but doomed relationship with Glenn, she was often sidelined in the show's biggest moments. That being said, she still had some wonderful subplots in which she emerged as one of the best leaders in the series.
Before witnessing her husband be bludgeoned to death by Negan, Maggie also endured the loss of her father, sister and all her friends at her old family farm. She was nearly assaulted by The Governor, fell pregnant, and as a single mother in the apocalypse powered through the ranks to become the leader of Hilltop and one of the show's toughest characters.
She left in season nine, a passing comment about her revealing she had joined with a woman called Georgie and was out searching for other communities, and now she's back to see the show through to the end. She still has her issues with Negan to sort, but given how long she's been gone, we can safely assume she still has a hell of an arc to see through.
