It could be argued that Jeyne Poole has technically appeared in the series, given that a uncredited extra was seen alongside Sansa in the series' premiere and Jeyne was specifically name-dropped as one of her friends. She was never explicitly identified on screen, however.

Jeyne accompanied Sansa to King's Landing with her father in the books, but seemingly disappeared shortly after Ned Stark's beheading. She is ultimately used in a plot by Littlefinger, who has her masquerade as Arya Stark in order to marry Ramsay Bolton and cement the Bolton hold over Winterfell. Given Ramsay's nature, this is a torturous experience for her until she escapes with the help of Theon Greyjoy.

If that sounds familiar, it's because the series instead had Sansa take this punishment almost ad verbatim, though Jeyne and Theon's escape is aided by Mance Rayder and has them end up in the company of Stannis Baratheon instead of Jon Snow. Sansa is yet to return North in the books as of yet, though given that she is set to marry the heir to the Vale, she may soon unite the Arryn forces behind her as she did in the recent Battle of the Bastards, reaching the same end in a longer but more logical way.

Jeyne will become disposable once everybody bar Theon realises that she isn't actually Arya, so omitting her from the series entirely was probably a shrewd move. Putting Sansa in her place didn't seem like a suitable solution at first, but it has arguably paid off.
