The owner of City Wok is possibly one of the most offensive characters still going strong in the South Park community. His penchant for pronouncing his C's as Sh's and mishearing the English language give the viewers some of the cheapest laughs they could ever hope for, and let's face is, you can't say Parker and Stone aren't all inclusive in their ridicule. 

But apart from being one giant walking stereotype, it is Tuong Lu Kim's personality and attitude to the happenings in the town that usually get him the most laughs. When asked to build a wall around South Park to protect against Mongolians he strangely agrees without any indication that he has any expertise on how to do so, and his slideshow on the differences between Japanese and Chinese people is arguably one of the most hilarious, offensive and jaw dropping moments in South Park history. 

On top of this, the realisation that Mr Kim has a dual personality is just the icing on the insanity cake.
