The villainous Chemo is essentially a walking weapon made up of toxic, mutated chemicals.

To look at, he’s a true hulking monster, which is something that would have to be altered for any appearance in Arrow or The Flash.

One possible way to make the character work would be to give him a regular human appearance yet maybe a chemical touch or the ability to project some sort of toxic gas. As a member of the comic book Suicide Squad at times, you’d have to think Chemo would fit in perfectly with Amanda Waller’s team of rogues that have appeared in Arrow at various times. 

That said, his abilities may seem him be best suited to The Flash when it comes to the two shared universe shows.

In terms of low-ranking villains, at least in name value, Chemo is right up there. Then again, so are so many of the villains who have appeared in both Arrow and The Flash but who have still been made to feel relevant and entertaining.
