12. Toby (The Office)
The H.R. representative from the American remake of the Office, Toby, for whatever reason draws Michael Scott's ire through the duration of the series. Perhaps it's because he works in Human Resources. Or perhaps its because Toby is constantly in a position to play police for Michael, including running harassment seminars and forcing the boss to tone down his over the top jokes. Or maybe it's because, unlike everyone else in the office, Toby isn't technically one of Michael's employees. But regardless of Michael who hates everything about the way Toby chooses to be, the audience can sympathize with him. He's forced to work in the Annex next to Kelly Kapoor. And like the rest of the world, he has a crush on Pam that just can't possibly come to fruition. When he flees the workplace of Dunder-Mifflin to go live in Costa Rica, he's not there a month before ending up in traction due to a zipline accident. But given that Toby is played by one of the head writers and its former showrunner Paul Lieberstein, we can trust that a Toby spinoff would be in good hands (even if NBC didn't believe the Lieberstein spear-headed Dwight spinoff wasn't a good idea).
