10. Bill Buchanan (Days 4 To 7)
Bill Buchanan didn’t, initially, endear himself to fans in his debut day in season four for the simple reason he was romantically involved with Tony’s ex-wife Michelle, cue booing and jeering. Also, like Ryan Chappelle, he was an infuriating, bureaucratic, by-the-book jobsworth who…hmm, there’s a pattern developing here.
However Buchanan must be a genuine guy when he - and certainly we - saw that Michelle was still very much in love with Tony. From there, Buchanan essentially became the CTU patriarch, a solid, dependable if unspectacular character. Unspectacular, that is, until season seven.
Sporting a silver fox look with designer stubble, Conventional Bill became Rebel Bill. Even though he and Chloe are seen running their own makeshift, stealth version of CTU - and when Chloe tells Jack: “It’s just us. This is it" - you knew they were still the only ones capable of saving the day. Furthermore, due to their severe lack of manpower, Buchanan had to put himself in the firing line more than ever before. And put himself in the firing line he did by ending the epic White House siege in spectacularly sacrificial fashion.
