Yes, that's Eddie Kaye Thomas, also known as S***brick from the American Pie film franchise. On The X-Files, he played the role of Gary Cole in a couple of X-Files episodes - season seven's Requiem, and season eight's This Is Not Happening. A UFO buff, Gary winds up abducted by the menacing Alien Bounty Hunter, and eventually turns up dead, found by his best friend. His abduction and return (as a corpse) parallels the return of the abducted Agent Mulder in the show's storyline, so while small, it's a rather key role. Aside from American Pie, Thomas has also had a recurring role in the Harold and Kumar film franchise, and currently appears in the television show Scorpion, alongside another X-Files veteran, Robert Patrick.
