With the budget increased, as well as the advances in CGI technology, the BBC was able to come up with a very definable regeneration effect when the Ninth Doctor's body was engulfed in a yellowish energy that shot from his face and hands. When that energy dissipated, a new body was where the old stood. This animation has been the standard for all Time Lord regenerations since the show came back in 2005, including the Eight Doctor's regeneration in The Night of the Doctor.
