2. Chief Clancy Wiggum - The Simpsons
The best and brightest to leave the Springfield Police Academy, Chief Wiggum's success at solving any crime is probably best described as "striking it lucky". How nothing major has happened under his watch is probably just strange coincidence more than strong police work, even going so far as arresting Sideshow Bob for trying to flood the town when it was actually Bob's brother Cecil who tried to destroy Springfield. But, remembering this a list for the top TV detectives, it is important to remember that Wiggum actually discovered who "kidnapped" Bart in the episode Pranksta Rap. By listening to a phone call made by Bart he discovered popcorn was being cooked in the background and could identify the specific brand of popcorn being made: "Chintzy Pop". Following a quick visit to the Kwik-E-Mart he is informed that the only people to buy that cheap, nasty stuff is him and Kirk Van Houten. After raiding Kirk's apartment they find the not so kidnapped Bart and Kirk goes to prison, making the dear Chief a hero - for a while anyway. Thankfully Wiggum is assisted by his faithful officers Eddie and Lou otherwise god knows what would happen without their courteous negativity and constant questioning.
