Legion's second season has some excellent episodes, especially in the early stages, and a few truly memorable moments (no one is going to be forgetting about that psychic dance battle anytime soon). Sadly, it struggled to connect everything up in a way that seemed truly meaningful.

Whereas the first season didn't have an obvious plot, but still worked as a unique take on the superhero genre and a real character study of David Haller, along with the gradually unfolding mystery of the Shadow King, Season 2 has (in a sense) a more straightforward narrative.

However, the weirdness that makes Legion stand-out is also what stops Season 2 from working as well as it should. Noah Hawley has a creative brain that goes off in so many different directions so quickly a TV show can't keep up, and while it leads to a number of mind-bending visuals and trippy, WTF moments, it comes at the expensive of creating as rich a narrative as it wants to.

That's mostly its undoing at the very end, when it makes a decision it hasn't justified (and might not be able to), but the whole season is spent setting up interesting plot points and questions, only to leave them dangling in favour of the next shiny object.
