1. Make It Exactly In Every Way Like The 1966 Batman TV Show With Adam West

Penguin Just kidding, but just imagine it. The mayor of Gotham (Played by Adam West, because duh) has a red phone on his desk with a direct line to Detective Gordon's desk, all of the specialty shops in town actually are staffed by Batman villains in their actual costumes and the first season ends with the Penguin completing construction on his penguin-shaped submarine. I'd watch that show. Wouldn't you?
