The CW version of The Flash has had a lot of fun with in-joke casting. First, there was the casting of John Wesley Shipp (who played The Flash in the 90s TV show of the same name) as Henry Allen, Barry's dad. Then we had the "Tricksters" episode, which brought back a character from the 90s show and had him played by the same actor who played him then, even though the two shows do not (as far as we know) share a universe. Confused? Basically, Mark Hamill played the Trickster, a flamboyant terrorist (quite the pairing of words there) in the 90s TV show, then returned in the current show playing one of Central City's Tricksters. The other one - who styled himself as a sort of neo-punk version of the original who, remember, now exists in multiple universes - turned out to be his son, because The Flash can't let an episode go by without some parental weirdness.
