Following the success of The Office, Parks and Recreation was supposed to be the next big workplace comedy. And it was...eventually. The first few seasons lacked the excitement of The Office. It wasn't until Season 3, when Ben Wyatt and Chris Traeger replaced Mark Brendanawicz when the show became the comedy legend it is today. Before that point, it just wasn't that funny, and the Pilot is no exception.

The writers invested too much in Mark, without realizing he'd be gone in two seasons. The characters all feel like different people than the ones we eventually know and love, especially Chris Pratt's Andy, who comes across as a spoiled jerk rather than a loveable goofball. The world of Pawnee, Indiana, which becomes the funniest part of the show, is barely established.

The Sullivan Street Park wasn't built in a day, and neither was this show.
