As far as underrated characters go, they don't get any better than King Faraday.

A member of both the Central Bureau of Intelligence and Checkmate, the character, much like Amanda Waller herself, is one of the DCU's most prolific secret operatives - one that, while reticent in almost every regard, possesses bags of nuance. The character had a particularly prominent role in Darwyn Cooke's seminal New Frontier, where, in the McCarthyist milieu of the time, he takes on the part of the red-fearing, god-loving, superhero-hating face of the government.

In J'onnz own words, however, it's clear that the character only does what he does with the best intentions in mind. He's not particularly likeable, certainly not, but he adds a perfect view from which to observe the DCU at a different, less conventional angle.
