9. The Governor (The Walking Dead)

No doubt about it, the Governor is a villain. He kills survivors for supplies, keeps zombie heads in a fish tank, feeds his girlfriend to his zombie best friend and likes to occasionally watch a good fight to the death among brothers. Evil, not only increases creativity but strength. He's the guy you want to be a in a pit full of zombies with €“ he can take them out single-handedly while taking care of a little girl. However, evil does not make you smarter. I'm still scratching my head as to why he did not take Rick up on his offer of living in the prison rather than just blowing the prison to high heavens. I get why The Governor and Rick could never live together, both of them have a need to be the leader and both of them go about leading in different ways. Rick tends to shy away from killing everyone that disagrees with him and then dumping their zombie corpse in a pond with ankle chains. However, all The Governor had to do was accept Rick's offer, get his people inside the prison and then stage a coup. Rick and group are dead and you have a brand spanking new prison with complete with guns, armament, water and a vegetable garden.
